  Hi, I cannot beloeve that there is not a way of connecting an iPad wireless (no 3G) without having a wifi signal existing....is it not possible to creat your own wifi by means of a mobile / cel ?

  The first sentence of your questions doesn't seem to make much sense.
  
  -No you can not connect your iPad to Wifi is there is no Wifi signal available.
  
  -You can create your own Wifi (with internet teethering) with most new smartphones though, the iPhone 4s can do it and many other (Android) devices as well. And you could use this Wifi with your iPad.
